So , the communication between CTILink and T-server is the problem, how can i solve this issue?

I need to do some changes in the Tserver configuration ? or some parameters in the strategy?

I will try to buy "The Handbook" from Tony, but i don't know if this will help me with this kind of troubleshooting.

You should check (or have your Cisco team to check) CCM logs and see why they are not responding to Genesys request to dial a mobile number.
