GA Solution Showing Started when App stopped

Hello,

We have set up solutions in GA to enable dashboard monitoring.
However when a backup application (within solution) stops, the solution remains showing as Started.  Only if the primary app stops does solution (temporary) say Stopped before showing as Started again.
If only one app of pair (pr or bk) exist in solution, and stops then solution shows stopped.

Is this working as designed?
or are we missing configuration somewhere?
