Selfuilt ActiveXSetup

Hi there,
I am trying to write a Setup, which installs all needed ActiveXcomponents (V6.1) and a selfwritten softphone under NT4 SP6.0a / Expl 5.01. My Setup runs successfully under Win2000 because no mslibupdate is needed (all DLLs and OCXs are registered correctly). Under NT4 the file called Itele6.dll cannot be registered. I tried to execute mslibupdate as the first step of my setup, but mslibupdate needs a restart after updating (just like the original). When system and setup comes up again the mslibupdate is run again and again, installs again and again, restarts again and again.........
I received a help mail from Genesys, which told me to run the original setup in a so called silent mode and then copy my application afterwards. But this does not solve my problem because mslibupdate is a second setup started in the first setup. Mslibupdate cannot be controlled in silent mode.
Questions:
Is there anybody out there, who successfully built a setup before ?
Does anybody have the (InstallShield)scriptfile from the original Genesys ActiveX setup (I could modify and distribute my Softphone instead of StarterApp)?

PS: I saw the hints on Peter Merwoods page for V5.1, but this does not work for V6.1 under NT4 SP6a.
